Se dice asi porque en tiempos pasados, cuando los techos fueron hechos de materiales mas debiles, los gatos y los perros se cayeron a traves de los techos cuando llovia mucho.
My spanish sucks, so here is the English:
In the past, the roofs were made of cheaper material, and the cats and dogs that were walking on the roofs would fall through when it rained really hard. And that is why we say, it is raining cats and dogs.
